Added Longest substring without duplication in Java/strings.

@shellhub I have added a new(4th) Java file "LongestSubstringWithoutDuplication.java" please review this. The older changes are also getting reflected with every new PR don't know why. Actual file added is 1 per new PR.
@Kush1101 could you too review this?
