Remove left-over files

We have 503 PO files currently in 3.12 branch, whereas gettext build on 3.12 builds 482 PO files only. Automate the process of removing the PO file for translations. To be incorporated with regenerate-tx-config command in the current implementation.

Idea: Remove all po files and then pull from Transifex. This way you have only current po files

I've added a script to warn about files to be deleted and removed files "by hand" locally.
