Hide `occ upgrade` output when using `--quiet`

Hi,

i use the command “/occ upgrade --quiet --no-interaction” but i still get the output:

Nextcloud or one of the apps require upgrade - only a limited number of commands are available
You may use your browser or the occ upgrade command to do the upgrade
Maintenance mode disabled
Why is this displayed although I use the “quiet” switch?

I can reproduce this when upgrading from NC21.0.1 to NC21.0.2
cc @nextcloud/server-triage can/should we hide those information when using the quiet switch? And if yes, do you have some pointers for that? Thanks!

There's probably no check for the quiet option around these output. Imo there is nothing speaking against suppressing them in this condition.

As a workaround, adding --no-warnings seems to suppress this output.
